The Texas Historical Commission currently has active contracts with a value greater than $100,000. The Active Contracts Report is posted pursuant to Government Code Section 2054.126(d).
The Texas Historical Commission is required to post certain information for active contracts, this includes the statutory authority for non-competitively bid contracts, and the related request for proposal (RFP) documents for competitively bid contracts. The Contract Inventory Report is posted pursuant to Government Code Section 2261.253.
State Agency Contract Management Procedures
The Texas Historical Commission is required to post a contract management handbook that establishes consistent contracting policies and practices to be followed by the agency that is consisent with the Comptroller's contract management guide. The Contract Management Handguide is posted pursuant to Government Code Section 2261.256.
In accordance with state law, the Texas Historical Commission seeks competition before awarding contracts. In addition, state law provides that state agencies may enter into certain contracts under programs where the competitive bid process takes place at the state level, rather than the agency level, to promote efficiency in contracting and to take advantage of the state’s purchasing power.
These programs include the Texas Comptroller of Public Accounts (CPA) Texas Procurement and Support Services Division (TPASS) Term Contracts, the Comptroller’s Non-Automated Contracts, certain Department of Information Resources (DIR) contracts, Texas Multiple Awards Schedule (TXMAS) developed by the CPA, Council on Competitive Government (CCG) contracts, and state "Set-aside Purchases" authorized in Government Code such as Texas Council on Purchasing from People with Disabilities (TCPPD) and Texas Correctional Industries (TCI).
Procurements with a value of less than $5,000 do not require competitive bidding.
